WELCOME TO THE BILLERICA TAXPAYERS ASSOCIATION BLOG SITE

We are pleased to announce the establishment of the “Billerica Taxpayers Association” (BTA), a forum for local taxpayers to voice their concerns about the constantly rising real estate taxes in Billerica. This non-partisan group will be open to all residents who have an interest in taxpayer issues and how these may effect the quality of life in our community.

BTA’s primary function will be to educate the townspeople about tax and spending concerns as they relate to essential town services. Our initial approach will be to collect data on Billerica and evaluate how the town is operating and what effect this is having on the taxpayers of Billerica. We will compare our average real estate tax bills and town services with other services and attempt to answer the question, “Are we doing better or worse than those towns?” Where other towns are doing better, we will try to understand how their methods might be used by Billerica to improve services or reduce unnecessary expenditures. We know that growth is an issue in Billerica and we will try to determine how other growing communities have been able to resist sharply rising taxes.

In addition, we plan to use BTA as a resource for developing new ideas and new ways of solving problems to maximize the level of services we now get for our tax dollar. There are many talented people in our town, and we will enlist their knowledge and skills to help develop tax-efficient, modern town government for Billerica.

It is our intent to view town government not as a municipality, but as a small business that has to compete with other similar businesses to be better than the rest. The taxpayers in this scenario are both the customers of the business and the employers who pay the salaries of the business’s employees. We will attempt to balance the needs and desires of all three entities to achieve the most effective “business” model possible.
